As the "Don't Tread On Me" Navy Jack flag from the Revolutionary War flaps in the wind on Wednesday, Dan Spilovoy, of Bismarck, uses a bullhorn to get his message of less government and lower individual and property taxes to an estimated crowd of 300 people during a Tea Party rally on Tax Day held in front of the William L. Guy Federal Building in Bismarck. The boisterous crowd gathered to protest their dissatisfaction in state legislature's rejection of a 0 million income tax rebate and to President Obama's new tax proposals and corporate bailouts. The event was organized by the North Dakota Taxpayers Association, Citizens for Responsible Government, the North Dakota Policy Council and the Dakota Beacon. Earlier in the day a small group gathered in the same area to support President Obama's budget proposal and tax proposals.
